Bidding project for chemical reagents (sodium hypochlorite, sodium hydroxide, hydrochloric acid) in June and July 2021

1. Procurement Technical Requirements(Essential requirements and conditions that are not allowed to deviate are indicated in bold italics.)

2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of the goods.

3. Procurement Budget for this Project：RMB 790,000 (￥: 790000.00), Any final responsive bid exceeding the procurement budget or maximum price will be deemed an invalid responsive document. The maximum price for this project is 90% of the procurement budget. Unless otherwise specified, the configuration of the purchased goods must be provided according to standard functions and parameters. The products supplied must be brand new, qualified, and genuine, and the manufacturer must provide a product warranty. If they are imported products, relevant certifications must be provided, and they must meet national environmental protection and relevant quality standards.

4. Goods Quality Requirements

Compliant with the requirements of "Hygiene Standards for Drinking Water" (GB5750-2006). Consumables for online instruments must be compatible with the instruments. Standard samples and consumables for online instruments are supplied as needed to ensure they are not expired. All reagents and standard samples must meet the requirements of Jiangsu Province's dual random inspection and the Jiangsu Province urban water supply safety assurance assessment and evaluation index system assessment. All standard samples and environmental standard samples in Tables 1-3 and 1-4 must meet the standards in the notes.

The manufacturer of the provided standard solutions should have a national standard substance grading certificate and a standard substance/standard sample producer accreditation certificate. The transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.

5. After-Sales Service Requirements

(1) Free warranty for the equipment for 1 year from the date of acceptance. During the warranty period, the seller shall implement a three-guarantee policy for product quality. For failures caused by equipment configuration or manufacturing quality problems, the seller shall immediately provide free repair or replacement within 24 hours, and the seller shall bear all costs incurred.

(2) Technical Support Response Time. Telephone support within 2 hours for general issues; on-site resolution within 2 days for difficult and key issues. Relevant costs are borne by the seller during the warranty period. After the warranty period expires, the seller will charge a cost fee.

In addition to the service requirements specified in this document, the supplier should provide a detailed description of the after-sales service they can promise, and be responsible for providing free training to the purchaser's equipment maintenance or operation personnel. The repair response time is the normal travel time plus 3 hours.

6. Delivery Time and Location

(1) To facilitate the purchaser's production organization, the delivery time of all goods needs to be determined after discussion. If necessary, delivery can be made in batches. The supplier must commit to a reasonable delivery time and deliver the goods within 2 days after each batch order is confirmed by both parties. Delayed delivery will be subject to certain economic penalties.

(2) Delivery Location: The goods are delivered and unloaded by the supplier to the location designated by the purchaser, with complete accompanying documents (qualification certificates, test reports, etc.). The goods are inspected by the purchaser's personnel. Any unqualified goods will be returned, and the supplier will bear all resulting losses.

7. Payment Method

After the on-site initial inspection and warehousing of each batch of goods, the full payment will be made after 10 days of use without any quality problems being discovered.
