I. Bidder Qualification Requirements:

Bidder Qualification Requirements

1. Bidders shall meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China";

(1) Have the ability to independently bear civil liability (provide the legal person's business license or three-certificate-in-one proof);

(2) Have a good business reputation and a sound financial accounting system (2018 financial statement or credit certificate issued by the basic account bank);

(3) Have the equipment and professional technical capabilities necessary to perform the contract (provide a letter of commitment on the equipment and professional technical capabilities necessary to perform the contract or provide relevant supporting materials);

(4) Have a good record of paying taxes and social security funds in accordance with the law (provide relevant materials on the payment of taxes and social security funds in any month of 2019 in accordance with the law; if legally exempt from tax or not required to pay social security funds, relevant documents should be provided as proof);

(5) No major violations in business activities in the three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

2. The bidder has no major violations in business activities, and is not subject to the following situations: order to cease operations, revocation of business license, seizure, freezing or receivership of property, bankruptcy declaration, or any other situation that may affect bidding qualifications. The bidder needs to check on the "Credit China" website

3. Different suppliers with the same person as the person in charge or with direct controlling or management relationships shall not participate in government procurement activities under the same contract item (provide a written statement).

4. Joint bids are not accepted for this project.

5. Our company only accepts bids from suppliers who have purchased this bidding document. Note:

1. Please have the bidder's representative bring the following copies of proof documents (with official seal) to purchase the bidding documents:

(1) For the person handling the purchase of bidding documents:

(a) If the person is the legal representative, a legal representative certificate and a copy of the legal representative's ID card must be provided;

(b) If it is an authorized representative of the bidder, a power of attorney from the legal representative and a copy of the authorized representative's ID card must be provided;

(2) Valid enterprise legal person business license (or institutional registration certificate) or business license of other organizations, organization code certificate and tax registration certificate (or three-certificate-in-one proof);

VI. Other Supplementary Matters

Bidders must submit a comprehensive bid for the goods and services of this project on a package-by-package basis. Any bid for only part of the contents of a single package will be deemed an invalid bid. Bidders may bid for both packages of this project simultaneously, or may only bid for one of the packages. Bidders are allowed to win bids for both packages simultaneously.
